I don't remember clearoutclub, but I've seen several others including gvemepink. I think the way to get them stopped is to

1. Give negative ratings to p2p spam files (not just mislabeled files, but true spam files).

2. Get more people to use bitzi and the bitpedia for checking files before downloading.

I mainly use "official" eMule and it doesn't support blacklisting. If you do use blacklisting, I'd suggest being careful to only blacklist those users who appear to be distributing tons of the spam, not just someone who is accidentally sharing a single spam file they downloaded.
